HOLYHEAD TOWN COUNCIL

MINUTES OF THE FINANCE & GENERAL PURPOSES COMMITTEE MEETING

MONDAY 1ST DECEMBER 2014 7.00 p.m.

 

Councillors present: Mrs Ann Kennedy in the Chair,  J V Owen, R E Williams, Stan Hadley, E G Jones, W J Chorlton, Keith R Roberts, T Lloyd Hughes, Mrs Ailia Lewis MBE and Mrs Jean A Ll Williams

1.  Apologies for absence were received from Councillor Mrs R N Keegans, J M Evans and Sian Howarth.  The Council were informed that Councillor J M Evans were recovering  following a recent knee operation and it was resolved to write to Councillor Evans wishing him a speedy recovery.

Councillor J V Owen informed members that his wife Beryl was recovering from her recent heart operation and stated that Emyr J Roberts, a Holyhead resident sadly passed away recently – he was also a patient at the Liverpool Heart & Chest Hospital in Liverpool.  Each person in the Council Chamber stood in silence for two minutes as a mark of respect.

 

2.  DECLARATION OF INTEREST by any Councillor or Officer:

Councillor T Lloyd Hughes abstained from the vote in respect of the CCTV new system for Holyhead.

 

3.  RECEIPTS AND PAYMENTS (1/10/2014 – 31/10/2014)

It was resolved that Receipts amounting to £59,672.87 and all Payments made amounting to £65,608.86  (cheque nos 108967 – 109025) be approved.

4.  It was resolved to revert into Full Council : Town Clerk to report on CCTV provision for Holyhead and the Mayor chaired the Meeting at this point.

The Town Clerk read out a letter from Inspector Guy Blackwell of the North Wales Police in reference to the letter written by Councillor S J Redmond which was published in the Holyhead & Anglesey Mail as the Inspector wished to clarify some of the points raised by Councillor S J Redmond re: CCTV.  The Town Clerk stated that funding had been secured from the Anglesey Charitable Trust for capital expenditure to install a new, state of the art, fit for purpose CCTV system for a remote recording system in each of the 5 towns in Anglesey which could be monitored in the future.  Each town would have a separate system.

 Following a unanimous vote,
it was resolved
 
that the
Holyhead Town Council install a new CCTV system for Holyhead for the benefit
of the community and visitors alike and that a small Sub-Committee be set up
with Powers to Act  consisting of
Councillors J V Owen, W J Chorlton, Keith R Roberts, R E Williams Mrs Ann
Kennedy and Stan Hadley to discuss the finer details of the new CCTV system for
Holyhead

Councillor T Lloyd Hughes declared interest and took no part in the vote.  The Town Clerk was thanked for the background work which he had undertaken in regards to the new CCTV system for Holyhead.

It was also resolved that this Sub Committee set up should also review and realise the capital investment potential of the Town Council’s assets.

The Mayor, Councillor J V Owen informed members of the Commemorative event to mark

and remember the first Christmas of WW1 which would be held at the Ucheldre Centre Holyhead at

7.00 p.m. on Monday 8 December 2014 when pupils from the Holyhead High School would take part.  Tickets would be free admission but financial donations would be requested from those attending the event.  Monies received would be paid into the Town Council’s funds and then the Town Council would pay cheque donations to the Charities involved which were “Help for Heroes”, The Poppy Appeal and Holyhead High School.

At 7.50 p.m. the Meeting reverted back to a Finance & General Purposes Committee meeting and Councillor Mrs Ann Kennedy resumed chairing the Meeting.

 

5.  CORRESPONDENCE:

(a)  Siwan Jones, Legal Assistant, Anglesey County Council : Temporary 10 mph speed restriction (Convoy working various road Anglesey) 2014 Kingsland Holyhead between 02/02/2015 to 13/02/2015

It was resolved to note the information contained in the letter and Notice.

(d)  E Mail from Councillor J M Evans : North Stack Memorial Group Memorial Service 2.00 p.m. Sunday 21 December 2014 at the Breakwater Country Park

It was resolved  to note the information in the E Mail and that the Holyhead Town Council make a financial donation of £300.00 towards this Memorial Service.       Minute No. 3935/14

                                                                     

HOLYHEAD TOWN COUNCIL

MINUTES OF THE FINANCE & GENERAL PURPOSES COMMITTEE MEETING

Councillor Mrs Ann Kennedy allowed a further item of correspondence to be considered. 

This consultation letter from the Post Office had been received into the office after the Agenda had been put together and sent out.

 

(e)  Neil Corrick, Franchise Project Manager, Post Office Ltd : Proposed move of Holyhead Crown Post Office 13a Boston Street Holyhead  to new premises & branch modernisation to 14 – 16 Stanley Street Holyhead LL65 1HG.

It was resolved  that the Holyhead Town Council supports the concept of the new re-location within the town centre but that the members of the Town Council were concerned of possible redundancies and that all the present staff currently employed at the Boston Street location should be retained at the new location.
