MINUTES OF THE FINANCE & GENERAL PURPOSES COMMITTEE

MONDAY 12 SEPTEMBER 2016 7.00 p.m.

 

Councillors present: Trefor Lloyd Hughes (Chairman), Mrs Ann Kennedy MBA, J V Owen, Mrs R N Keegans, K Tatlock, John Knox-Crawford, Keith R Roberts, Mrs Jean A Ll Williams and Mrs Beryl Warner BEM

1.  To ask the question – Is any member of the public of any member making a recording of this meeting?  No-one was tape recording the meeting.

 

2.  Apologies for absence were received by Councillors Mrs Ailia Lewis MBE and Stan Hadley.

 

3.  DECLARATION OF INTEREST by any Councillor or Officer:

Councillor J V Owen on discussions about Agoriad Cyf and planning appl no 19C251T/FR (Outline application for the erection of a café/restaurant with all matters reserved on land adjacent to Travelodge Holyhead and Councillor Mrs Beryl Warner BEM regarding the planning application as referred to above.

 

4.  To receive an up-date from the Town Clerk:

The Town Clerk up-dated members that Horizon Nuclear Power are out to public consultation between the 31st August and the 25 October 2016.  The event in the Holyhead area will be held in the Ucheldre Centre Holyhead between 1.00 p.m. and 7.00 p.m. on the 27th September 2016.

The Town Clerk also up-dated members of the presentation he did for the VVP forum on Friday

9th September 2016 which was well received.  Officers discussed with the Clerk the possibility of taking over the Breakwater Country Park in partnership with Agoriad who are already on site.

The Town Clerk was authorised to investigate the Project further and report back to the Council.

The Town Clerk had received the following advice from the North Wales Police regarding our CCTV:

Since January this year, officers have attended and viewed the town CCTV on 87 separate occasions.  On average this year, we have attended and viewed the CCTV 10 times per month.

I have also checked usage back to January 2015 for the following Wards – Holyhead Town,

Porth-y-Felin and Maeshyfryd.  Town CCTV was accessed and copied for 28 crime occurrences.  

It is very difficult to attribute success in detecting or charging crimes directly to CCTV as although it will play a significant role in an investigation, it usually only contributes to the final outcome.

However, it showed evidence of an offence actually being committed on 14 of the 28 occasions.

On 6 occasions, charges were brought as a result of CCTV evidence.  The remaining cases are either still under investigation or have been discontinued at the request of the victims.

CCTV plays a part in the on-going investigations into recent dwelling burglaries and commercial burglaries in the area.  CCTV has also been used in several investigations into serious offences in those areas.

CCTV is always the first place we come to for anything that has happended in public in the town area covered by the cameras.  It has also assisted with events that have occurred in private or off-camera by providing indisputable evidence of a suspect’s location prior to or after an offence has been committed.

The Town Clerk stated that he would invite the Police Inspector to the next meeting of the Council.

5.  The Committee resolved, proposed and seconded to revert into Full Council.

The Town Clerk reported on this year’s Annual Return from the External Auditor and the Notice of Motion put in by Councillor Tatlock to the meeting on the 4th April 2016 which was regarding allowing the people of the town to elect the Mayor.  As the Clerk explained in the meeting there is no legal power for the people of the town to directly elect the Mayor – that power is only given to the elected members of the Town Council.  The Minutes of the Meeting of the 4th April 2016 require changing to reflect this advice.

It was, therefore, resolved to amend the Minutes of the 4th April 2016 to reflect this advice.

The Town Clerk also explained to members that an explanation of significant differences from last year’s accounts had been omitted from the Annual Return.  The Town Clerk outlined the differences and was authorised to provide the figures to the External Auditor.  A copy of the differences was made available to all members. Also the Town Clerk advised the members that the annual return required ammending due to a numerical error

6.  RECEIPTS AND PAYMENTS : Months of April May June and July 2016:

It was resolved, proposed and seconded that all Receipts and Payments be approved.

7.  CORRESPONDENCE:

 

(A) Letter from Meirion P Edwards, Chief Waste Management Officer, Anglesey County Council : Holyhead Clean and Green Project

It was resolved to accept the letter and request an Officer to attend a future meeting to discuss recycling in Holyhead.

It was resolved to accept the letter.

(C)  Notice from Robyn W Jones, Legal Services Manager, Anglesey County Council : Commons Act 2006 Section 15(1) Notice of Public Inquiry – Application for the registration of land as a Town or Village Green at Newry, Holyhead – Monday 3rd October 2016 at the Town Hall Holyhead to continue, if necessary from the 4th October 2016 to the 10th October 2016

It was resolved to accept the Notice dated 8th July 2016.

Letter of thanks to the Holyhead Town Council for the financial donation presented by the Mayor to representatives of the Football Club.

It was resolved to accept the letter.

It was resolved to accept the letter.  The Mayor, Councillor Mrs Ann Kennedy and Councillor Mrs Beryl Warner BEM would meet to discuss the possibility of the Councillors getting involved with the North Wales Stroke Association to explore if they could help.

It was resolved to accept the Certificate of Excellence awarded.

It was resolved to accept the temporary footpath closure Order.
